Independent Commission on Adult Social Care – Terms of Reference Published

The Independent Commission on Adult Social Care, led by Baroness Casey of Blackstock, has published its terms of reference following meetings with carers, disabled people, advocates, and campaigners. These discussions highlighted the urgent need for reform and the importance of placing lived experiences at the heart of decision-making.
James Bullion, Chief Inspector of Adult Social Care and Integrated Care at CQC, welcomed the commission’s launch, noting its potential to support long-term improvements in the sector. He emphasised that reforms must be co-produced, people-centred, evidence-based, and practical to ensure meaningful change.
The CQC has pledged to play an active role in the process and support reforms that deliver sustainable, enduring improvements for people across England.
